به گزارش خبرنگار پایگاه اطلاع رسانی و خبری جماران، حجت الاسلام و المسلمین سید حسن خمینی در دیدار اعضای شورای اسلامی شهر تهران در حرم امام خمینی که به مناسبت روز شوراها برگزار شد، با اشاره به یکی از جملات بنیانگذار جمهوری اسلامی ایران در مورد شوراها اظهار داشت: امام در جمله ای که همه فلسفه شوراها را می توان در آن یافت می گویند «دولت نمی‌تواند همه جا را خودش تحت نظر بگیرد؛ وقتی محول کرد کار را به خود مردم، مردم در منطقه‌ای که هستند برای خودشان دلسوزتر هستند، بهتر اطلاع دارند به احتیاجات خودشان. اینها یک برنامه‌هایی است که در دست اجراست». این سخنان نشان می دهد که اساسا دولت نمی تواند کار همه بخش ها را تحت نظر بگیرد، البته این به معنای آن نیست که دولت ها قادر به انجام کارها نباشند بلکه بدان معناست که دولت ها باید کوچکتر باشند و لزومی ندارد در همه بخش ها تصدی گری کنند.

وی با بیان اینکه هرچه دولت ها کوچک تر باشند توانمندتر و چابک تر خواهند شد، یکی از دلایل ابلاغ سیاست های کلی اصل 44 که به خوبی اجرا نشد را رسیدن به همین وضعیت خواند.

یادگار امام گفت: یکی از دلایل این جمله امام که «مردم به حال خودشان دلسوزتر هستند»، این است که کسی که در مرکز نشسته است، نه درک دقیقی از مشکلات سایر بخش ها دارد و نه راه حل ها را بهتر از آنها می داند و حتی اگر بداند دلسوز تر نیست.

وی دلیل دوم تأکید امام بر جایگاه شوراها را اطلاع بیشتر آنان از مشکلات خواند و یادآور شد: یکی از بزرگترین عوامل قوت، «اطلاع» است چرا که اگر اطلاع از حادثه ای وجود نداشته باشد توانمندی در حل آن نیز حاصل نخواهد شد.

سید حسن خمینی با تأکید بر اینکه بنا به توصیه امام، شوراها باید دو اصل «دلسوزی» و «اطلاع» را به عنوان وظیفه و پیش فرض همه وظایف خود در نظر داشته باشند، اظهار داشت: شوراها قرار است در همه امور شهری جایگزین دولت شوند زیرا دلسوزتر و مطلع تر از دولت هستند.

وی دلسوزی را در گرو ترجیح منافع شهری بر منافع شخصی، گروهی و حتی بر منافع یک گروه از مردم دانست و تصریح کرد: ممکن است کاری خوشایند یک جمع نباشد اما از باب دلسوزی باید آن را انجام دهیم. لذا دلسوزی یعنی مصلحت کلان جامعه و شهر را در همه کارها باید در نظر بگیرید.

یادگار امام تأکید کرد: مسلّم است که ترجیح مصلحت شخصی در کارها خیانت است اما باید دقت کنیم که حتی مصلحت یک بخش را بر مصالح کلان ترجیح نداده و نگاه بخشی نداشته باشیم.

یادگار امام با بیان اینکه عیب ها را واقعا باید ببینیم و به خاطر مصلحت کوچک تر آنها را نادیده نگیریم بر استفاده از نگاه کارشناسی در شناخت دردها و درمان آنها تأکید کرد و گفت: دلسوزی بدون نگاه تخصصی مشکلات مضاعفی برای جامعه ایجاد می کند.

وی گفت: بحمدلله امروز در جامعه عزم قابل توجهی برای حل مشکلات اجتماعی ایجاد شده است که عوامل مختلفی باعث این امر شده است و رهبری معظم انقلاب هم به آن توجه ویژه ای کرده اند.

سید حسن خمینی تأکید کرد: صرف شناخت دردهای اجتماعی، اقتصادی و فرهنگی نتیجه ای در بر ندارد، بلکه درمان مشکل را نیز باید شناخت که در این راستا باید مجموعه شوراهای شهر در سراسر کشور به سمت کارشناسی تر شدن پیش برود.

وی با توصیه به اینکه دولت ها باید حوزه کار مردم را هرچه بیشتر به خود آنها واگذار کنند، یادآور شد: امام در سخنان شان حتی به شوراهای ایالتی که پس از انقلاب تبدیل به شورای شهر و روستا شد نیز اشاره می کنند لذا شاید بعدها بتوان حوزه های دیگر مدیریتی را به مردم واگذار کرد تا مردم به حل همه مشکلات خودشان همت کنند و دولت کار خود را به دلسوزان مطلع واگذار کند.

پیش از سخنان یادگار امام، مهدی چمران رئیس شورای شهر تهران در سخنانی با اشاره به روز شوراها، این نهاد را نمودی از مردمسالاری دینی خواند و ابراز امیدواری کرد که سایر مسئولان با همین تفکر بتوانند همراه شوند.

در ابتدای این دیدار نماز ظهر و عصر به امامت یادگار امام اقامه شد.

اعضای شورای شهر امروز همچنین به مانسبت روز شوراها با حضور در حرم امام با آرمان های ایشان تجدید میثاق کردند.
