به گزارش نامه، وی پیش از آغاز قرائت گزارش خود به سه نکته اشاره کرد. نخست اینکه در این گزارش به مسئولیت برخی افرادهای شاغل در نهادهای امنیتی اشاره شده است که کمیسوین امنیت ملی ضمن تقدیر از جایگاه نهادهای مسئول که در ایجاد امنیت در کشور نقش بی بدیل داشتند، اعلام می دارد که همچون گذشته از آنها حمایت خواهد کرد و اقدامات خودسر معدود افراد را شایسته ارگانهای انقلابی نمیداند.

به گفته وی، گزارش جامع هیات نتیجه 2000 ساعت کار است که در چارچوب قانون انجام شده و سخنان مقام معظم رهبری و اظهارات علما برای ریشه یابی مشکل سرلوحه کار ما بود. نقوی ادامه داد: در مورد اعضای هیات نیز بحث و حدیثهایی مطرح شد. این در حالی است که برای پیگیری مسائل خاص از سوی هیاتهایی در کمیسیون امنیت ملی هرگز بر اساس رای گیری نبوده و افراد بر اساس علاقه خود طبق روال گذشته به عضویت این هیات درآمدند.

بنا به گزارش خبرآنلاین، در ابتدای این گزارش با اشاره به اینکه آثار ترور شخصیتی کمتر از ترور فیزیکی نیست آمده بود: اقدامات افراد خودسر که اقدام به برگزاری تجمع و اقداماتی در مراسم مسئولان و علما در این راستا ارزیابی میشود. یکی از این اتفاقات حادثه 22 بهمن قم بود که قلب رهبر انقلاب را خدشه دار کرد و موجبات سوء استفاده بیگانگان را فراهم کرد.

در ادامه گزارش کمیسیون امنیت ملی و سیاست خارجی به معرفی اعضای هیات پیگیری مجلس پرداخته شده و اشاره ای به سخنان مقام معظم رهبری و حضرات آیات نوری همدانی، مکارم شیرازی، علوی گرگانی، فاضل لنکرانی و .... شده بود که در قالب سخنرانی و صدور بیانیههایی انزجار خود را از این حادثه اعلام کرده و خواستار خشکاندن ریشه چنین قائلهای شده بودند.

بخش بعدی این گزارش به سوابق اقدامات افراد خودسر در قم اشاره شده بود. از جمله قائله 15 خرداد 85 و مخالفت با سخنرانی رئیس مجمع تشخیص مصلحت نظام و سر دادن شعار مرگ بر ضد ولایت فقیه در خطبههای امینی و جوادی آملی. همچنین قائله حضور افرادی در حرم امام و مخالفت با سخنرانی سید حسن خمینی که با مخالفت رهبری با این اقدام روبرو شد. چهارمین نمونه شعار دادن علیه دکتر لاریجانی در 22 بهمن قم و شعار علیه آیت الله جوادی آملی و آیت الله صافی گلپایگانی.

«شرح واقعه » بند دیگر این گزارش بود که در آن آمده بود: شورای هماهنگی قم با محوریت آیت الله جنتی از دکتر لاریجانی برای سخنرانی در روز 22 بهمن در قم دعوت کرده بودند. نماینده ایشان نیز در جلسه کمیته تامین امنیت استان قم قبل از برگزاری مراسم حضور یافت و سه تیم حفاظتی برای ایشان در نظر گرفته شد. در روز 22 بهمن آقای لاریجانی به همراه تیم محافظان خود عازم حرم میشوند. در میان راه برخی با شعار «بصرت بصیرت» و تابلوهایی با عنوان «بهار» دیده میشوند.
